...thinks the American people are stupid retards. They think if they ban Parler's app from their app stores that there is no access to the platform. All Parler has to do is offer the app from their own website. Jones has this shit down pat. Fuck Apple. Fuck Google.

Sort of. Apple devices are locked down so you wouldn't be able to install it without apple's permission (or a developer account). There's nothing they can do to stop android users from sideloading an APK, or stop people from just accessing the website through their web browser.
Sort of like here, we don't technically have an app, but you can visit from a mobile web browser, and go as far as making an icon on your home screen with a direct link.
