If he intended to concede he would say it, name the new leader, & cooperate with them. He's omitting that because he still sees himself as legitimate, elected leader and plenty others with codes & passwords do, too. They didn't give Biden access to intelligence when his team asked & I'm pretty sure he still doesn't have it, lol. They could even have whatever inauguration optics they want for Biden, but that still wouldn't mean he is in possession of the keys.
