Well the President & US military isn't dependent on Twitter to retaliate against anyone. Now communicating with the American people can be done on TV & radio and the system to take those over during a national crisis has been in place for a very long time. Not sure how far the EBS using cell phone tech has gotten, but I would imagine the government has the capability of getting the message out without using social media..
