Should be like a draft for the military service. Not necessarily something you want to do, but you have to do for your country. Government should cover whatever your current expenses are, and your job is guaranteed when you finish your term. You shouldn't have to run for office, the community should select you for being an outstanding member, like a firefighter, local businessman, or even just the friendly old man always at the breakfast spot. Once your year is up, you have the option to move on to the next tier, where the people again can choose from the group who chose to continue, or you can resign. You can continue trying to work your way up but as soon as you aren't elected, you can never hold office again. The president would be someone who has worked his way through all levels of government and only serve a single term.
This prevents rats from getting into any meaningful positions of power, and it gives the average citizen a chance to have a say.
