Most people don't live on a huge plot of land far away from their neighbors. They have lots of common infrastructure with their neighbors and voluntarily want at least neighborhood-level governance.

The tiny minority of people like us won't join a neighborhood association, charter city, etc. That could be a luxury because we could end up paying more per-capita on things like defense insurance, roads, drone delivery, etc. There is such a thing as "economy of scale".
