Get a backhoe and dig that fiber up out on the street and take a chainsaw to it. I'm a networking guy. I know what terrifies me... make sure after you make the cut you move a few feet down the fiber and make a second cut or third. Those fiber stretching machines are hella hard to operate. (that's a joke... you can't patch that shit when its double or tipple cut like that. It creates a monumental mess.)
