He definitely has not conceded. No one will be attending the Joe Biden inauguration but I would love to attend his trial and maybe hanging.

If Trump tries to take any Executive Action, his loyal VP Pence will initiate the removal process via the 25th Amendment.

You need to get into the habit of reading very carefully. Did Trump actually mention the word "concede"? Did he mention "Biden"?
No, he just said that: "A new administration will be inaugurated on January the 20th. My focus now turns to ensuring a smooth, orderly and seamless transition of power."
He also said: "... our incredible journey is only just beginning."
So, could the transition be to the next trump administration?
Also, the next message talks about inauguration on Jan 20th. That does not rule out inaugurations on any other date. They used to be in March, for instance.
OK, I admit that I am increasingly clutching at straws but I only have eleven days to wait to see how it will work out. If the people who talked Trump into running for POTUS still support him then we may yet be in for some surprises.

It is not a "NEW Administration". Nobody ever refers to it that way. Never.
Why the hell didn't he just come out and say, "After all the legal votes are counted, there will be a peaceful transition to a second Trump term"?
Concede means to acknowledge you lost. He didn't lose. It does sound like he's stepping down and being involved in other ways, though.
