The ideology of freedom can never be completely snuffed out.

At any time any person can decide "I want to rule over others" but whether or not they CAN is highly situational.

At any time any person can decide "I will no longer cooperate with this oppressor" and they CAN actively make that choice 100% of the time. Certainly there are scenarios in which it would be horrifically dreadful, but they CAN make the choice.
