Well I'd say Trump can't start a new USA, but the citizens certainly can, it is spelled out in the declaration and constitution that we are fully allowed to do this when our current government stops working for and protecting it's citizens.

also, what happens when the existing government decides it no longer wants to treat 75 million (actually 90m) of its people equally?
I think we have past that point. It certainly doesn't look like the right is getting a fair go at all.
