In other words, not only was this report delayed due to political reasons, the very thing they were gathering intelligence on was distorted because they were afraid how Trump might use it for political decisions, ie, confirmation that China was cheating on trade, trying to interfere in the election, etc.
Overall, this is a pretty lazy rehashing of the Washington Examiner article that is doing nothing more than trying to bolster the NYT previous nonsense about how the Russians preferred Trump in 2016, before eventually talking about China's interference.
