General newb question: How does retired military know about election fraud?

Admittedly I'm not American, so maybe it only applies to the US. How does General Flynn and General McInerny (his thoughts on Pelosi's laptop: https://thedonald.win/p/11RhTeGYGh/general-mcinerny-why-pelosi-is-p/c/) know about the election fraud? I know that Flynn has seen some ugly things during the Obama administration. What about the other retired people like McInerny? Do they just have contacts with current military and government workers? And/or do they just know all of the bad actors before they retired?
