Any governor of any state can select electors for any candidate they want, without paying attention to the vote, even the fake kind. People would say, but the state law has to give the electors to the person with the most votes, but no other state could sue them to make them enforce their own laws, as decided by the Supreme Court. Therefore there is absolutely nothing preventing this. Even if voter integrity is perfectly achieved, a governor could just say no, Democrat wins, here are the elector votes, without ever going through the proper legal and constitutional process to change the state laws. And we can do absolutely nothing about it.
