Do you think he need the files NOW or do you think he already have the files this whole time, probably at the beginning of his presidency and have been sitting on it this whole time? Possibly his trump card or one of his trump cards?
He plans ahead and I doubt that if he saw the files early on, he will leave it there and wait until he comes back to retrieve them when the time is right.
