I have a hard time believing all the DC cops are bad. That's why I didn't comprehend the motivation for letting the crowd in... it just made no sense and would require every cop involved to be in on the coup which is a stretch.
The fact that some of them are plotters and some knew there would be white hat infiltrators makes sense... everyone's working toward the same goal (allow access to Capitol) even though they're on opposing teams.
