Honestly, 11M is dead right now with the current sun cycle. You really need to be on one of the HF bands for global communication.
Where do you buy one and how do you get educated and using one.
Buy a ham radio? A lot of people go to the Baofeng UV-5R or similar models because they are cheap ($40?), but these only use UHF/VHF and are about 5 Watts. They are a bit stronger than walkie talkies (FRS) so their range is better, antennas can be upgraded and you can utilize local repeaters to have about 100 mile range or so.
As for HF radios, you need to invest a bit more money for a system to function well. Good antennas, good coax to go from your radio to your antenna, good radio for a sufficient power output.
Hamstudy.org will get you studying for the licenses. There are 3 levels which increase the amount of frequency range is available to you across the many different bands.

the HAM community is a friendly group who are more than willing to help you to join the ranks. I used to think it was about a bunch of old bald fat dudes sitting down in their basement trying to talk to aliens or something haha.
This is a fun hobby and a very useful tool to have and know how to operate. Unfortunately, I fear the in the next coming days... I will rely on it.
