If they own the IPs they can totally setup a DNS server themselves. The Internet is relatively easy to decentralize, the big issue is having someone to trust to do it and the biggest issue is having people do it.

You can just add a few DNS servers' IPs in your configuration of your computer or router and bam, a whole new internet

Local DNS doesn't matter in the big scheme of things. What matters is worldwide DNS authoratative servers. You can't just set up a local DNS service and expect the big DNS servers, like ARIN's and ISP's DNS to point to you for record lookups. So in the end service providers and Internet registries control DNS, and the huge service providers provide the routing. So if government wants a domain like gab.com shutdown they can get it done through federal demands for "security reasons" or "known malicious attackers coming from this domain". Then the domain owner would have to take it to court, and we all know how fair the justice system is.

DNS authoritative servers only matter because of your local DNS that comes baked in in your OS.

any DNS server would either be a large corporate level DNS server, or redundant and regionalized DNS server farm with VIPs and massive amounts of redundancy and scalability. This is not something your average Joe can do, unless they want to start a DNS company. Even then the DNS database will be pulled from other popularly known internet DNS servers. If you plan on using some Joe Blow DNS server be prepared for reoccuring internet issues.

You don’t really need that much, you setup secondary DNS that will resolve a madeup domain only, like .trump or .fuckccp, which your computer will query after the main DNS companies have been queried. And if that’s still too hard you can just set a particular entry on the hosts file in either windows, mac or linux

yeah, but you are talking at the individual level. Not at the DNS domain controller level. Like at a level where 100million people could point to for DNS records controlled by conservative trustworthy admin, in case of some sort of DNS shenanigans by big tech to shutdown conservative websites.

You can run your own DNS Server similar to PiHole. No need to ask google which IP address is connected to which URL. =)

Build them a super simple Raspberry Pi loaded with Pi Hole. You can deploy it in 5-minutes of any home network your family members use. This allows you to route their home internet through a specific DNS server. It also helps block ads.

Basically a $40 microcomputer, two clock install of Pi Hole, a Cat6 cable, edit one tiny setting on their router and you’re in business.

It's rather easy and can do an script or program to easily change it. In fact most VPNs change your DNSs. Again, the biggest issue is having someone to trust on this and convincing people to actually act on it.

All you need is a rack in a based data center, I pay $150/mo for 1U in a nuclear proof bunker. The government literally couldn't even nuke it away if they wanted to censor content and I said no.

And to be fair, https is not the only available protocol, torrents are great for decentralized video, music and file sharing platforms. Various blockchains are perfect for censorship resistant transaction storage, like if you wanted to build something like twatter but free from censorship.

DNS servers can be changed if your current one starts to censor, tlds are usually nation based or controlled by non profit organizations. Just get a domain from a different tld if your current one start to censor.

Additionally, with tools like scallion, you can create vanity .onion url's. They're longer and more prone to typo's but having a known .onion address helps avoid any shutdown based on DNS registrars cancelling your entry.
