Web DEVELOPER here :) so the actual app itself is very simple. I can develop, design, and deploy it in about a day...
the difficult part is the hosting. That’s where our weak spot is. We need strong DDOS protection, servers that can scale with demand, redundancy and a means to pay for it all. Almost all of the decent existing services are owned by a few companies and could easily be compromised or if they are smaller threatened to be canceled by enough people that they will remove the site.
