It's stupid that when a person turns 18 they can enlist in the military and die for their country, but they can't drink a beer in most states.
You can thank MADD for that. In the early 1980s they lobbied congress to withhold federal highway funds from states unless they raised the drinking age to 21. I believe that Wyoming was the last state to hold out before caving in.
The woman who founded MADD started it because she wanted to raise awareness of the dangers of drunk driving. But she has since left the organization and denounced it because she feels that they've become a neo-prohibitionist movement.
