He already said he used all legal options so he does not see insurrection act and martial law as legal (but they are). Trump wants to stay within the law to give him and his family the best chance to stay out of jail and keep the democrats from saying he is making a military coup. Trump still believes in the system, but little does he know the Dems will have him locked up anyway. Then they will redistribute his wealth.
