It sure doesn't look like Trump or his admin is acting like they are leaving. Same with all the stuff going on globally. They are treating Trump like he will be in office for the next four years.
I'm more coming from the angle that these nations keep making deals with Trump knowing full well that biden would overturn them as fast as possible. So why bother when it would potentially piss off a biden admin?
