Start by finding three trusted friends. Call them now and pick a rendezvous and time to meet even if comms go down. Sunday church is good or a park. Tell them to meet for next instructions. Ask them to find three friends, and call, and set up same routine. Rinse and repeat. Even if comms stay up, meet. Each caller chooses a different meeting point for their group of three, so each group stays small. Start playing the game NOW! YAY!
