Seems like it’s just making official the chain of command of this agency in the event that the CEO is unable to be in charge (if he dies, for example). I think this agency is fairly new (2019)—it probably just occurred to someone that the title of who would be next in charge ought to be made official.

I think the United States is considered a corporation. Succession from the corporation maybe?
