This statement makes gives me huge doubt unless he means there is some network of detectors for the isotope that also receive and transmit gps info.

could be some kind of ID or code so after the fact it could be checked as in it was intended to go to one place but was redirected to another e.g need move votes in one state so you pinch them from another.

That one line stood out to me too. Either he means the paper can be examined and they'd know from watermarking where it was manufactured and intended to be shipped, or he was pulling it out of his ass.

Might be that. But it sounded like he was describing these things emitting something to be tracked. Fishy.
