Fine, that is semantics though. He admitted that he won't be the president for the next four years and that his presidency will end on the 20th. He obviously didn't concede that he lost the election because of the fraud, but it is not much different than what Al Gore said in 2000, and it is colloquially referred to as a concession speech even though he didn't concede anything.
Ive hears he will let the military rule via intern gov’t after they clean everyone up. Trump will leave office on the 20th so no one accuses him of being a tyrant dictator.
