I have no idea how we'd go about achieving that, but if 70 million Trump supporters stopped paying federal taxes, I'm sure the government would listen.
I've done it; It's the simplest way and not illegal. Every dependent reduces your withholding and refund by 500. People use it to reduce the amount they "loan" to the government tax free. If your annual refund is over 500 you are messing up.
Last time the government had a shutdown, they said refunds might not go out or might be delayed. I had already paid in what I would owe, so I changed my withholding. I didn't want anymore taken out of my paycheck if there was a chance I wouldn't be refunded. Everything worked out and I changed it back the following February.
It would really send a message if millions of withholding changed overnight.
