Popper and Marcuse thought in regards to how society should think of tolerance towards differing viewpoints, as well as the paradigm differences between taking words at face value and reading-in to words, or assuming what people will read-in to words and then being draconian. Well, they just set back freedom in the world because now other countries that truly have no free speech or less free speech than America has will say, "Ha.. you don't even allow free speech on your platforms, so you can't criticize!".
