The Paki's lose power all the time. Hardly significant, Paris has a couple of dark spots but if you pool all the major cities of the world together i would expect something like that is extremely common. The only one I cant dismiss is Vatican City. Maybe someone crashed a vespa into a pole outside the wall and blew a transformer.
