I think it was more herd mentality. They see everyone else do it and the police let them in. I'm convinced that they were thinking it was just regular protesting.

If they didn't go in, how good are the chances that they may have done way more harm to that building? Im almost sure there would have been a fire, the left would have caused major delays to get the fire out just to allow it to burn down.
