Just to be clear - the main reason people thought power was out is because the camera exposure was adjusted really low - the same street lights were on in previous feeds and glowed brightly with higher exposure, it may have been done to disguise movement around the camera but I haven't seen anything that actually resembled a blackout. Even the police lights etc were very dim.
The lights were out at the Vatican for 10+ hours. Complete blackout. The lights came back on at about 7AM local time. 10 minutes or so before the beginning of dawn.
Some minutes before all the lights came back on I did notice a big vehicle with flashing lights that seemed like an emergency vehicle. I heard lots of either birds screeching in the background or shouting. But I never saw any birds.
