Here is how you can toggle off automatic updates on your Android phone: Settings > System > About Phone > Software Info > Tap "Build Number" rapidly until it says Developer Mode is enabled > Go Back Twice To Previous Menu (System) > Developer Options > Toggle Off Automatic System Updates

Since Apple may be updating phones so they cannot receive Emergency Alerts, it is entirely possible Google-owned Android may do the same. I hope this helps you pedes. Let me know if you have any questions. I am not a tech genius, just learned how to do this and thought it vitally important to share.
