What I remember, and this was from a program with him interviewed it in, he invented the format that e-mail is in nowadays (The inbox/outbox/spam folder organization), not the network level of sending messages part. So he's kinda exaggerating, but not exactly lying. Pretty much padding a resume.
Wikipedia says it was another man, and Shiva is a conspiracy theorist who makes a false claim that he invented the email because he wrote a programme named "email" in high school.
Not always trust Wikipedia, but for this case, Shiva's claim seems questionable. He was a highschool student and he invented the email? Alone? The officially recognised inventor was 18 years older than Shiva and working for ARPANET, so he was more likely the inventor.
