Apple owns the appstore and they can change their terms of use. I don’t agree with what they did and they will lose many customers especially since they always brag how they care about your privacy. But they can’t change or mess with FCC laws. FYI if you have an old phone with a SIM card but no cellular plan, you can still make 911 calls and receive emergency alerts because it’s an FCC law.
