He's not putting WE the PEOPLE under martial law, he would be putting the DEEPSTATE under martial law
So that means he'd surround DC with national guard and other military posse comitatus exempt, conscripted federal leos (coast guard, marines and space force)
He'd send in forces to silicon valley
He'd send in forces into major financial centers like Chicago, Boston, NYC, Atlanta, Miami, LA, Settle, etc
He'd send in forces to major internet exchange point datacenters and secure them with cyber teams so no more nashvilles happen
He'd send in forces to major banks and fiancial clearinghouses for EBT and other government interfacing banking systems
He'd secure fort knox and other gold storage and mine / processing facilites
He'd secure the power grid and major water systems, hydro and the like; and obviously put nuclear power on high alert -- they are routinely targetted during times of political crisis
He'd most DEF. lock down the airports, esp overseas travel and he'd close the borders
