If you're thrifty, check eBay or used bookstores for used copies. Your local ham radio club will probably have a copy you can borrow for free.

You can take the test at a local club. Some places like MIT are offering proctored tests over Zoom to anyone, which makes it even easier.

maybe dumb question, but if I wanted to be lurker and listen, can CB hear? Have one in a box somewhere, prob doesn't work.

Lowest entry barrier options start here type link appreciated.

CB is 11m, not the same thing as ham. ham requires a license to operate, CB doesnt. however, if you just want to lurk and promise to NEVER transmit w/o a license, then yes you can buy a ham radio today if you wanted to.

protip: you can also listen to shortwave radio with an HF radio, but chances are you'll just end up buying a dual-bander. (VHF/UHF)
