If he wanted people to help with an insurrection, he would have told the crowd to take the capitol. Then instead of walking around inside for a little while, people would have taken over the legislature, announced a new government, and declared Trump as president and Trump would have accepted it.

That's how it works everywhere else in the world, and that's how it would have worked here if that was really the plan.
