Happens all the time that fake news steal pictures from regular people. There's a case recently where the owner of the picture called them out and demanded to get paid for the picture, they sued the owner and won. She had to pay $50,000 in fines to the massive fake news MSM company and got indebted for life.
Reason: the picture was uploaded to social media, hence it's owned by social media. Not even the profile picture is yours. MSM may have the legal right to just steal his picture, if they pay twatter for it.

Why would they use a normal photo of a normal guy? It would be a stockphoto surely?
