I am not as charitable as you are. I think he's way too smart to be this insane, so I think he is doing this on purpose and has some ulterior motive.
My guess is he wants attention, it's very addicting, and he can also make a LOT of money from this. Just look at fightback.law. Twitter is also very much a feedback loop.
