I've pointed this out before. It will increasingly lead to a two tier system.

It's worse than that. When they talk about kicking out white people from things like boards of directors they because "there are too many white people" what they really mean is this...

They will kick out the white people who are the most opposed. Their political opposition.

Will any black person then have the chance to replace them? No. It will be the ones most vocal about this.

What you're seeing is actually an attempt to take over. If any black people think this is for them they're idiots. All they'll find at the end of the day is that the police serve them even less and the man even more.

They will find there is uncontested leadership so they won't be able to appeal to their opponent if wronged.

TLDR: We want to directly control the funding of all local police forces through bureaucratic policy (deep state) based on adherence to ‘social justice’ (persecute who we tell you to) and enforce it through constant surveillance of police and police departments. We are using orgs like Black Lives Matters to push for this.
