Absolutely not. Under his executive order of 2018 he doesn't have to notify anybody when using the EO. He can arrest and seize. Therefore, he does not have to invoke the insurrection act. The insurrectionist are clearly the democrats. You think hes gonna tell the Democrats to disperse and be peaceful ? No
