I'm pretty sure there's always a cop with is lights on there, but if there's multiple that would be different. I'd there only 1 set or multiple? Can't check right now
I worked in facilities for a number of years (in the US). Exterior lights are normally on a timer or otherwise synced to dawn and dusk, so it is normal for them to all be on the same system. I find it unusual this issue would not have already been resolved at a large, prestigious place like the Vatican. You want the walking areas lit at night for safety.
Edit: Oh, nevermind on this whole thing. They literally dimmed out the live feed itself to make it look darker.
Well considering the cars drive off with the blue flashing lights on multiple times throughout i don't think your assessment is correct on what was being depicted at the time of posting. The lights drive into the frame and out of the frame.
If you go back in time you can see more of them.
