EXACTLY! Just because Trump didn't us the EBS to announce his decision to invoke the IA doesn't mean he didn't already.

The military presence in DC can't be for Biden's "inauguration," that's 10 days away & most assuredly doesn't warrant the presence of 7K ARMED boots on the ground. Nope.

I read it today, to see who can invoke it (POTUS) and what it said, and there was nothing about making it immediately public.
