The only thing I can imagine triggering it on a national level warranting informing all citizens immediately would be M.A.D. if a foreign country launched a nuclear warhead at the US.
Otherwise, I think they will keep it as quiet as possible. There's absolutely no reason to worry those in Spokane, Washington over military arrests occurring in Bethesda, Maryland or wherever. Just my opinion.

I feel like we wouldn’t know for sure until the situation was well under control and the president was safe. Makes no since to broadcast anything to your enemy.
They'd have to immediately arrest a lot of people on strong evidence and indictments based on DNI findings.
If it was just enacted, the opposition would cry "dictator" and call on all leaders in the military to ignore the President "and uphold the constitution". If even 1 leader in one branch of the military sided with the opposition...then you have the making of a real civil war as they moved to Washington to support the opposition.
The head of the snake needs to be legally removed by speedy arrests and courts/tribunals set up. Incontrovertible evidence of high crimes would need to be made public immediately backed by military/intelligence support. Trump has claimed there is such evidence, if he doesn't he's just a blowhard. It's put up or shut up time.
