Would it all be done in the dark as some are saying or is there a public procedure that if it were invoked everyone would know almost immediately?

People might not even know. They might. It depends. If they did know, I imagine they would inform people in the local area, not on a national level. The only thing I can imagine triggering it on a national level warranting informing all citizens immediately would be M.A.D. if a foreign country launched a nuclear warhead at the US.

Otherwise, I think they will keep it as quiet as possible. There's absolutely no reason to worry those in Spokane, Washington over military arrests occurring in Bethesda, Maryland or wherever. Just my opinion.

Though your logic is fairly sound I think that if things went down locally, we live in a world where the whole country would know in minutes unless comms went down.

Yes, you're right. But then that also makes me wonder: would Zuck, Dorsey, Cook, et al. allow us to know? Or would users be deleted the more they spoke about it?

I feel like there has to be some formal procedure. I'm finding all this chatter about it already being signed off hard to believe.

I feel like we wouldn’t know for sure until the situation was well under control and the president was safe. Makes no since to broadcast anything to your enemy.
