Basically thats the buy in price so that they would accept him. When he got to Russia, he gave them a bunch of stuff as collateral for his effective asylum. Basically thats the buy in price so that they would accept him. That bit is the part that gets people killed, and other methods of gaining info destroyed.
As far as I know there is no evidence to support either of those claims
