I dont think its predicated on any kind of warning being needed, honestly if its meant to work we wont know until the planes are already headed to Gitmo. His not concession "Concession Speech" was worded really carefully, was designed to make us doom for a day and go home, but the "target" was actually Congress and that was a call for them to cut their crap before they got smacked with IA.
