Incorporated in that sense means it’s a part of the US (part of the perpetual union) as opposed to a territory owned or governed by the US. That is to say Wyoming IS the United States. Puerto Rico is OWNED BY the United States.

The only incorporated territory ever ceded was part of the deal along the 49th parallel with British Canada.

You’ll also see the terms unorganized/organized when you see unincorporated/incorporated. Unorganized territories don’t have territorial governments, organized territories do. The only territory that is incorporated yet unorganized is Palmyra Atoll.
