Could be a coordinated nationwide training exercise? I know literally nothing about Air Force or plane protocol but it seems like a strange thing to practice if that's what it is.
I doubt it. If people are noting that it's strange and nobody on the level has come out to say it's been done this way in the past, then it's probably something to look out for.
