Congress doesn't get to decide anything about how many are called up. The mayor can request it, and then POTUS or Chris Miller can okay it.
I don't want to get my hopes up. There's a good chance this is just the swamp using the 6th as an excuse call in the army to protect them. The "threat" of MAGA "terrorists" will never end, so the soldiers will be there permanently.
