7000 troops in Washington DC , no idea what's going on

Troops mobilizing, generators set up, air space over DC cleared out by air traffic control... What is going on.? Multiple troop deployments to different cities beyond DC.

Congress doesn't get to decide anything about how many are called up. The mayor can request it, and then POTUS or Chris Miller can okay it.
