My suggestion on "further options to respond." would be to round up ALL CCP "assets" in the US (edit: starting with Cho Xiden), confiscate all Chinese owned property in the US, and put a total and absolute ban on trade and diplomacy on China.
Would they? We've had government shutdowns before, it only proves how worthless government is. All we really need to last is local gov/police/fire/road/water departments, our state governments are almost universally cancer.
